While ultralights have wheels for landing, none of them have ever been powered on the ground. They are parachuting chairs with a fan behind the chair for flying ability. 

Here's the Parajet Explorer - an electric dune buggy that you can fly even if you do not have a pilot's license! Aluminum tube framing makes up the lightweight ATV, which has a fixed fan blade behind you. A case on the roof holds the parachute, so you can use it for parasailing and then hit the dunes. In the air, it can travel up to 50 mph for two hours and thirty minutes.

You can switch to flying by spreading out the parachute behind you and turning on the fan.
